Foreign Office, June 26, 1913. I AM directed by Secretary Sir E. Grey to transmit to you herewith, to be laid before the Marquess of Crewe, the draft of instructions which, subject to the con- currence of Lord Crewe, Sir E. Grey proposes to address to the British delegates at the approaching International Opium Conference to be held at The Hague.†
As the delegates leave London on the 29th instant I am to request that an early reply may be returned to this letter.
Copies of the minutes of the recent inter-departmental meetings are enclosed herewith.‡
